If not every customer should be able to defer payment, this is how you draw the line. Your approved wholesale accounts get purchase order checkout. A first-time retail shopper does not.
The base gateway lets you grant PO access one customer at a time, on their user profile. That works until you have fifty approved accounts. This add-on switches the control to WordPress user roles, so anyone in your wholesale, education or government role gets purchase order payment automatically, and everyone else checks out by card as normal. Requires the WooCommerce Purchase Order Payment Gateway.
